The flywheel it served is unchanged: the 1.11% $DEADS transfer fee is still live on the Token-2022 mint. The withheld-fee authority now belongs to a PDA owned by the GraveStake program, and GraveStake's permissionless harvest crank performs the sweep and distribution the Harvester used to do.
